It mainly includes Europe E/e- Markcertification, CE certification, America DOT certification, EPA certification, CaliforniaCARB certification, Gulf States GCC certification, China CCC certification, etc., aimingat helping the domestic enterprises break technical trade barrier and take their productsinto the international market.

Hangzhou WD Certification & Technical Service Co., Ltd. was established on December 6, 2010, with a registered capital of RMB 10 million. It is a National High-Tech Enterprise specializing in providing global vehicle certification and testing services for domestic manufacturers of vehicles and vehicle components.
The company’s main business covers automobiles, tractors, motorcycles, recreational vehicles, non-road mobile machinery and engines, and vehicle components, offering certification and testing services including EU E/e-Mark certification, CE certification, U.S. DOT certification, EPA certification, California CARB certification, GCC certification for Gulf countries, and China CCC certification, among others.

We maintain long-term and in-depth cooperation with multiple national-level inspection and testing institutions, enabling us to complete European and U.S. regulatory certification and testing for complete vehicles and components in accordance with different customer requirements.
Hangzhou WD has obtained authorizations and recognitions from multiple EU national transport authorities, including KBA (Germany), UTAC (France), RDW (Netherlands), STA (Sweden), SNCH (Luxembourg), NSAI (Ireland), and RTD (Cyprus).
The company also maintains extensive cooperation with U.S. regulatory authorities, including the Environmental Protection Agency (EPA), Department of Transportation (DOT), National Highway Traffic Safety Administration (NHTSA), Federal Motor Carrier Safety Administration (FMCSA), and the Consumer Product Safety Commission (CPSC).
In addition, Hangzhou WD has been authorized by several EU vehicle technical service organizations in China, enabling the provision of EU and U.S. whole-vehicle certification, non-road mobile machinery and engine certification, and vehicle component certification services. According to customer needs, we can apply for small-e and capital-E EU approvals such as e1, e2, e4, e5, e12, e13, e19, e23, e24, e49, E57, as well as U.S. EPA certificates, DOT registrations, and U.S. regulatory test reports.
The company maintains long-term and stable cooperation with more than 50% of China’s motorcycle and electric motorcycle manufacturers, while its tractor and automobile customers are distributed worldwide, including CENNTRO Automotive Corporation (NASDAQ-listed, USA), NEXTEM E-Mobility Limited (Hong Kong), BattSwap Inc. Hangzhou WD has built a professional and highly efficient team of certification engineers, operating in accordance with the ISO 9001:2015 quality management system, to meet certification requirements for vehicles and components. To further enhance competitiveness and expand brand influence, the company will continue to increase investment in testing equipment and build world-class vehicle and component laboratories recognized by vehicle regulatory authorities worldwide, covering automobiles, tractors, and motorcycles, thereby promoting technological upgrades for vehicle manufacturers.
Within the next two years, the company plans to construct a new testing facility building that meets EU and U.S. regulatory requirements, introduce new testing equipment required by the latest regulations, and improve testing capabilities and conditions in accordance with ISO/IEC 17025, ultimately obtaining ISO/IEC 17025 laboratory accreditation. In parallel, the company is gradually establishing a professional certification quality management system in accordance with ISO/IEC 17020, continuously improving its processes to deliver higher-quality testing, standardization, and certification services.

Since 2018, Hangzhou WD has been developing a motorcycle testing laboratory in compliance with CNAS requirements issued by the China National Accreditation Service for Conformity Assessment. The laboratory is capable of conducting type approval and certification testing for two-wheel, three-wheel, and four-wheel motorcycles, as well as three-wheel and four-wheel low-speed vehicles, in accordance with Chinese, European, and U.S. regulations and standards.
Current main testing items include braking performance, maximum speed, vehicle handling performance, rearward visibility, pass-by noise, motor power, vehicle durability, electrical safety, electric vehicle energy consumption and driving range, anti-theft performance, idle emissions, and OBD (On-Board Diagnostics) system functions.
The laboratory is equipped with the world-leading VBOX road test data acquisition system (Model: RLVB3i-V4G), capable of completing a full set of ABS braking system tests, as well as two motor power testing systems covering motors up to 60 kW, AVL idle emission and OBD diagnostic testers, and chassis dynamometers suitable for two-wheel, three-wheel, and four-wheel vehicles. These facilities enable the laboratory to conduct nearly 40 mandatory whole-vehicle and electric vehicle tests required by EU regulations. During testing, design issues are identified and fed back in a timely manner, with corrective solutions proposed to assist manufacturers. The company also provides early-stage technical consultation and prototype pre-evaluation services.
